John Wilson, Rev. John Davenport, Rev. Thomas Weld, Rev. Thomas Shepard, Rev. Hugh Peter. 1642-1686 By Act of September 27, 1642, the General Court gave the Board a permanent organization, as follows: the Governor and Deputy Governor and all the 'magistrates' (i.e. Assistants) of the Colony, the 'teaching elders' (ordained ministers) of Cambridge, Watertown, Charlestown, Boston, Roxbury, and Dorchester, and the President of the College. For the names of the lay members of the Board consult W.H. Whitmore, Massachusetts Civil List (Albany, 1870); those of the clerical members may be obtained from town and church histories and records. The Governor of Massachusetts was ex-officio President of the Board from 1642 to 1866. 1686-1707 On July 23, 1686, the Board of Overseers fell into abeyance * and, tinder the Charters of 1692 and 1697 and the arrangement of 1700, the Corporation was the sole Governing Board. * There is mention of one meeting, on June 11, 1690, when the Charter of 1690 was temporarily revived. 1707-1780 On December 6, 1707, the Board was restored as organized under the Act of 1642, the Councillors of the Province (and after 1775 of the State) taking the place of the Magistrates of the Colony. After a test case, ministers of Congregational churches only were admitted to the clerical places on the Board. The following list of Overseers is compiled from the Overseers' Records and includes only those recorded as attending meetings; the inclusive dates are those of attendance. The name of the President of the College, who attended practically every meeting, is not included. Vacancies were filled by the Board itself. Existing exofficio clerical members remained in office so long as they continued to be ministers of their respective churches. Whenever the number of clerical members fell below fifteen, the Board itself filled the vacancy, any minister of a Congregational church in Massachusetts being eligible. An Act of February 28, 1814 (Laws of Mass., 1812-15, cap. 194), repealing an Act of 1812 which the University did not accept, reenacted the Act of March 6, 1810, except that the entire State Senate was restored to the Board. The six classes of Overseers created by the Act of 1851 were henceforth to be elected from residents of Massachusetts by such graduates of the University as had the A.B., AM., or an honorary degree.
